Where is the pak tools?

Hi ya, I'm new.
I can't find these pak tools that are in the news page (The pack and unpack, i presume).
Somebody can give me the direction or the files directly?

Thanks a lot for the link, really. Now, just one more thing, and I hope that I do not ask too much.
Anybody with the british or american version could give me the text.pak file? If u don't have OC installed, its on some folder on CD1. Or at least was on esp version of OC.
