Board question

Hi, I've just set up my own boards:

Now I have a few questions:
1) Is still have to make out the rules. Does the outcastii.net forum have a rules charter or anything, which I can use as a base of mine?
2) Is there a way to change the location (following order) of categories and forums? Is it possible to add a new forum or category between two existing ones?

Normally you can insert sub-categories and forums in some kind of a control panel ...
You should read the documentation of your own board before putting it online, don't you think ?
About the rules : no idea ! There are basic rules I believe ... (see the registration form and the FAQ) ... Besides that, you can play with some options (words not allowed, ...)
Building a board is not that easy, especially when you have to cutomize it (appearance, colors, themes, templates) and manage it, especially when it becomes successful ...

Maybe you should "play" with your board off-line first ... What's this board "Invision" anyway ? Why don't you use phpBB (easier to manage I believe) ...
